The country of Israel as a whole does not have way too many HIV patients and the number of infected people has declined on a yearly basis, but protected sex is always recommended to all the visiting foreign nationals.

Tel Aviv is a "street-safe" city. It's a walking and cycling friendly city compared to most major world cities as is most of Israel. As in all major cities in the world, always exercise common sense, like avoiding dark alleys.
